Avatar: Seven Havens
They have decided she is the disaster. The job is still the cities.
Two centuries after Korra, the world is mostly unlivable, and the blame has been laid on the last Avatar. Pavi is a timid orphan in one of seven remaining cities when the gift shows in her. A twin is alive somewhere. The season is still airing. This measure is the premise, not the finale.
A child can watch the running. The sentence for the adult is the blame. A people that needs a destroyer in order to explain the ruin will pick a child if one is available. The work, if the series keeps its own word, is the cities, not the verdict on a nine-year-old.
